高质量发展是中国全面建设社会主义现代化国家的首要任务。中央经济工作会议提出，2023年要“坚持稳字当头、稳中求进”，“形成共促高质量发展合力”。开年以来，中国各地更好统筹经济质的有效提升和量的合理增长，在起跑就是“加速度”的“拼经济”过程中，力争以新气象新作为促进高质量发展取得新成效。

近日，中共中央、国务院印发了《质量强国建设纲要》。建设质量强国是推动高质量发展、促进我国经济由大向强转变的重要举措，是满足人民美好生活需要的重要途径。《纲要》提出的主要目标是：到2025年，质量整体水平进一步全面提高，中国品牌影响力稳步提升，人民群众质量获得感、满意度明显增强，质量推动经济社会发展的作用更加突出，质量强国建设取得阶段性成效。到2035年，质量强国建设基础更加牢固，先进质量文化蔚然成风，质量和品牌综合实力达到更高水平。

【重要讲话】

一年来，我们全面贯彻新发展理念，坚持稳中求进工作总基调，全面落实疫情要防住、经济要稳住、发展要安全的要求，加快构建新发展格局，着力推动高质量发展，经济保持增长，粮食喜获丰收，就业物价基本稳定，民生保障扎实，脱贫攻坚成果不断巩固，科技成果捷报频传，生态环境持续改善，国防和军队现代化迈出坚实步伐，全面从严治党深入推进，社会大局保持稳定。

工业和信息化部称，近年来，我国数字经济蓬勃发展，产业规模持续快速增长。据统计，从2012年至2021年，我国数字经济规模从11万亿元增长到超45万亿元，数字经济占GDP比重由21.6%提升至39.8%。

根据《数字经济及其核心产业统计分类（2021）》文件中的定义，数字经济是指以数据资源作为关键生产要素、以现代信息网络作为重要载体、以信息通信技术的有效使用作为效率提升和经济结构优化的重要推动力的一系列经济活动。

近年来，我国数字经济蓬勃发展，产业规模持续快速增长，已数年稳居世界第二。同时，新型基础设施建设提速，数字产业化深入推进。目前，我国已建成全球规模最大、技术领先的网络基础设施。大数据、云计算、人工智能加速融入工业、能源、医疗、交通、教育、农业等行业。在数字化、智能化时代，算力是数字经济发展的核心生产力。目前，我国算力产业链已经初步形成，我国不少相关企业在全球已具备领先优势。“十四五”规划和2035年远景目标纲要明确指出，要加快构建全国一体化大数据中心体系，强化算力统筹智能调度，建设若干国家枢纽节点和大数据中心集群，建设E级和10E级超级计算中心。这为今后5年我国的算力产业发展指明了方向。

发展数字经济是把握新一轮科技革命和产业变革新机遇的战略选择。数字经济健康发展有利于推动构建新发展格局，数字经济健康发展有利于推动建设现代化经济体系，数字经济健康发展有利于推动构筑国家竞争新优势。
